The amount of sand on the inside rail of the other track is quite remarkable. Obviously sanders are used a lot on upgrades but why is the sand all concentrated on one rail? perhaps due to super-elevation?

The rail between the tracks would indicate rail replacement activity here. The sand-free rail must have been replaced, dispersing the accumulated sand.
