Looks like lime dust. That stuff is almost impossible to wash off and the longer it is on there, the harder it gets. It even sticks to window glass.

This locomotive had been working for the past several years at a Cemex plant/quarry just south of New Braunfels TX. I bet the insides look like that too!!

Glad she's still operational (and extant at all, for that matter), but an unfortunate state of existence for Conrail's first SD60I anyway.
