I recall reading a modeller's advice "Be careful not to overdo weathering on steam locomotives. In particular, they usually weren't allowed to get rusty." He was talking in a US context. While his principle seems true for most places when steam was common, I've seen 'overly' weathered, even rusty, steam in industrial use in more recent times.

Bosnian steam locomotives now only work in brown coal mines. When working under brown coal sorting plants, they very quickly become covered with a rusty or brown coating. That's why they look so rusty.
