What is the hose in the picture foreground running under the track?

Boulenouar is 27 miles from the coast of the Atlantic ocean, I think this is the reason.

The hose could be for water. Boulenouar is the only point of the line, where there is much water found underground. There are 16 filling stations for load the water tank cars, which serve people and livestock along the whole line.
